Niles Ray Brown, Jr. (Chairman)
Elected to the Woodruff-Roebuck Water District Commission in 2002 and represents Area D. A graduate of Woodruff High School, Brown earned a bachelor’s degree in Business Management with a minor in Marketing and Economics from the University of South Carolina – Spartanburg. He has been self-employed since 1986, managing six different companies. Brown is married to the former Tracy Stewart and is the father of four children. He has served on his church advisory board and the board for the Woodruff Community Center.

Gary P. Kirkland (Vice Chairman) (864) 582-6701
Elected to the Commission in 1984 to represent Area B, Kirkland has served the Woodruff-Roebuck Water District for 23 consecutive years. As owner of Kirkland Plumbing in Spartanburg, he knows first-hand about water lines, plumbing and the mechanics of water supply. Gary and his wife, Joyce, live in Roebuck. They have two children and two grandchildren. Kirkland is active in his church, as well as civic and community organizations. Kirkland has been a member of the Spartanburg Lions Club for many years, and he enjoys playing golf.

Appointed to the Woodruff-Roebuck Water District Commission in 2018 and representing Area A. Mark is part-owner of Mahan Oven & Engineering Co., Inc. in Spartanburg. He graduated from Dorman High School and Clemson University where he earned a bachelor’s degree in Mechanical Engineering. He is active in his church and held many roles within the church. He has been a member of the Spartanburg Lions Club since 1991. Mark and his wife, Karen, live in Roebuck and have two children and three grandchildren.

Scott Dickard (Commissioner) (864)316-3416
Appointed to the Woodruff-Roebuck Water District Commission in 2025. Scott represents Area C. He is a graduate of Woodruff High School. Scott is a 43-year retiree from Michelin Tire Corporation. He is a tool and die maker by trade but spent his last 15 years in Customer Service/Quality Group. Scott is a former Woodruff City Councilman, past President of Woodruff Jaycees and a veteran of six years in the Army/National Guard. Scott is married to the former Dana Jones and has one child, three step children and five grandchildren. Scott is an active member of Church at the Mill Woodruff and serves on the church security team.

Horace Jones (Commissioner) Deceased 2021 – 2026
Appointed to the Woodruff-Roebuck Water District Commission in 2021, Jones represents Area C. A graduate of Ford High School, Jones retired from the City of Clinton with 50 + years of experience as a Power Lineman. He served with the United States Army, and spent 20 years serving in the South Carolina National Guard. He has two children, three grandchildren, and two great grandchildren. He currently serves as Chairman of the board for the Shrine Club.

BOIL WATER ADVISORY
CUSTOMERS OF THE WOODRUFF ROEBUCK WATER DISTRICT

The Woodruff Roebuck Water District is advising the customers located in the areas listed below that they will need to boil their water prior to drinking or cooking.
AREA: WOODRUFF AREA- EDGEWOOD CIRCLE AND EDGEWOOD LANE
REASON: An interruption of water service occurred in your area. There should be no contamination of the system. However, because of the loss of pressure or loss of water in your area, the potential for contamination exists. Residents should continue to vigorously boil their water for at least (1) full minute prior to drinking or cooking until notified by the WRWD. Also, any ice made from water that has not been boiled should not be used for drinking purposes.
WHAT’S BEING DONE: Water System Personnel and/or contractors will work quickly to restore service to this location.
REPEAL: The condition of the ADVISORY should be followed until notified through a REPEAL by the WRWD. The repeal will be on WWW.WRWD.ORG. The repeal is typically issued within two (2) business days from the time the water line is put back in operation.
